I have a 99' Land Rover and I need some help with the procedure for changing the fuel filter. I know that it's located behind the right rear wheelwell, but I'm not sure if the threads are left handed or not. Also, the cruise control has stopped working after I replaced the air filter..help!

I have not see any fuel filters that are threaded on, but yours maybe, and if it does have threads, it's probably not reversed threaded. Only thing I know of on a vehicle that is reverse threaded is the harmonic balancer.
Regarding your cruise control.
Look at all the hoses near the airbox. You may have pulled a vacuum hose off.

rule of thumb
Rule of thumb if it is left hand thread the fitting will have a line on it. It will look like a hacksaw blade made a cut on it but smooth.
My 89 chevrolet pickup had a threaded fuel filter.
As far as the cruise check everything around the airfilter were you worked you might have knocked a wire or hose off.
