What will cause the oil pressure to blow the oil ring off the filter on a 5.0? Where could the pressure be building?

Oil level correct. Pressure is off the scale. Is there a bypass check valve on the 5.0 that will show pressure on tne guage but doesn't let it to the motor?

Yes there is a pressure relief valve which will be stuck if it is that high.
Question. Do you have engine oil cooler to the coolant radiator?
If so you could use it to possibly free it.
Did this all happen all of a sudden?

You pulled down the mount plate??
The relief valve should be part of the oil pump unit as far as I remember.
If the relief valve is working then the oil pump can pump as much as it can and it will not overpressurize the system because the relief valve regulates it.
Take the pan off and pull the oil pump/relief valve unit off and check it out.

A site to go to and look at how to pull the relief valve out.
