It could be numerous things.

Bad vehicle speed sensor

Brake switch/deactivation switch

Vacuum hose

Possible Cruise control fix

Cruise control was out on my Cougar after brake light switch failed. Ford uses device called Powertrain Control Module. Controls a lot of different things, like cooling/A/C fans and cruise. One part of it can fail and leave rest still working. 1 small bolt (4mm?) holds it to harness. Try borrowing one from similar car. If that it, its about $120 mail order. Dealer probably $200+

If your brake lights work, its not the switch. If speedometer is accurate, probably not that.
