Broken Axle?

Broken Axle?
Quick question...
My niece just called me and said her car (1989 Topaz or Taurus, not sure) made a loud clunk, so she got out to see what the problem was, and a couple men going by stopped to help, and took a look and said that her axle was broken... Apparently the underside of the car is very rusty.
What happens now?
The car is in front of her house, but partially on the road... Is there anyway to get it over to the side, or will the wheels fall off? I have no idea on what to suggest to her... Will she actually have to call a tow truck just to move the car to the side of the road?
Also, is this something that is fixable? Would it be expensive?
She doesn't have much money and can't afford to buy another vehicle at this time.
Any advice that I could pass along would be greatly appreciated.

front or rear
Is it in the front or rear of the car? Front is the CV joint broke or rear is the stub shaft. Front is no problem. Not so sure about the rear.
If the CV joint broke it is cheaper to replace whole axle.
