Power Steering

I have a 1991 Toyota Corrola and the steerign wheel is now almost impossible to turn. I had the fluid checked and its full. What else might it be and what could the cost be? I brought it to a mechanic nearby and they said it may be this or that and they would have to check it out by me leaving it for a full day and paying.... If you have any insight, please shed.

Cool power steering

Could be the belt, the pump, the pressure relief valve, the rack and pinion if that is what it has...
