Mitsubishi Bright Lights are dim

I just became the owner of an 01 Mitsubishi Eclipse, I was going over the car to check out everything, for some reason, when you go to bright the head lights go dim like they are starving for voltage. Installed new starbright bulbs, same thing. They are fussed of separate 10 amp fusses, right and left, so this makes me believe that a short is not the problem or else the fusses would blow. Any ideas?

Do you have proper battery voltage?

It does sound like either a weak battery or a loose or bad wire somewhere within the lighting circuit.

I don't believe it is a weak battery because the lamps are white bright on dim. And when you click to bright, they its like it takes them almost a second to gain what little light they have, not instantanious. Almost a red color as you would see on a weak lamp. Like I said, they are fussed on two fusses, one for right side and one for left. I will get some voltage reading when I get home today, and maybe have a little better data to go on. Have you ever seen the little relay that switches from dim to bright act like that?
