95 Windstar Throttle

95 Windstar Throttle
95 Windstar 3.8 starts and idles, but when you give it gas the throttle does not respond it stays at idle. Linkage and cable works but no throttle up.
Checked codes there were none.
New air filter
new fuel pump
Cleaned MAF
Clean EGR valve
Could this be a bad Throttle Body?

Is the butteryfly valve in the throttle body moving when you give it gas? You can check this by disconnecting the intake tube from that side of the TB and observe.

I have not took the tube off of TB because it is pointed toward firewall and you would not be able to see in TB. I quess I could use a mirror. ( duh ) I will check it out Monday because this thing is at my Brother-in-laws, it's also his van.
