95 Grand Marquis serp belt busted

After about 10 minutes of flapping, the serp belt bust in one place, and the belt looked new, no wear and tear. The repair guy said when he put the new one on, he felt grating in the air conditioner pully. To put on a new fake pulley, the air doesn't work anyway, he'll charge me $175. The car drives nicely now, how do I know the air pulley froze and bust my serp belt? Could it have been something else?

Could be a bad tensioner or idler pulley as well; I assume any decent mechanic would have checked those two items first as that is Car Repair 101.

A bypass pulley itself can be had for about $40, so the $175 should include recovering the refrigerant, removing the compressor, and installing the bypass pulley.
