ticking noise

I have a 93 plymouth voyager and have a ticking sound at both front wheels had the boots replaced and just had alot of work done on it including a new rack is there any suggestions what this could be could it be my brakes need to be cleaned from brake dust the ticking sounds like when you used to put a baseball card in the spoks of you bike and it's when I go straight also and same sound when I turn or could it be I may need new brakes.

When does it do this? While turning, backing, all the time, etc?
Sounds like the CV joints.
I doubt it's the brakes.
Did it start right after the repairs? Mechanic should fix it if so.

Look on the boots themselves. Sometimes they zip tie the end to secure it and don't trim the excess tie off and the tie will be smacking surrounding parts.

Also take a minute to tap on all your wheel covers & wheel nuts if they are chrome. Have had similar experiences where it ended up being either a noisy wheel cover, loose metal cover on the chrome wheel nuts, and one time it was a little center piece in the wheel. All these items would have been possibly disturbed by removal of the wheels. I had to get wife to drive slow and walk along side the vehicle, because it was driving me nuts.
