1998 Subaru Forester

There are no manuals for this car! THe dheck engine light has come on, but the book that came with the car says to bring it to the dealer. The are no Subaru dealers in my city! I know it needs a tune up, but the way the engine sits, I find the spark plugs difficult to get to. Any suggestions?

Bring it by a Autozone or similiar. They will check your trouble codes for free and probably tell you what's wrong. Report back here with the code they get for further advice.

And for repair, any decent independent can handle it.

Go with an independent shop, preferably one that specializes in Subarus or at least most Japanese cars. Around here our small Suby shops make the dealers look like rude moneygrubbing morons.
