Brake pedal pulsing

hello, I am interested in finding out why is it when I push the brake pedal I can feel it pulsating. I have a 1999 lincoln navigator with a 5.4 litre eng and it is all wheel drive. I have just changed my brake pads figuring that would be the problem and that didnt work. I only have 120,000 miles on it. does anyone out there have a solution to this problem? Thanks

Warped rotors if the pulsating occurs when you're moving. If this happens when you're sitting still it could possibly be the ABS.
The ABS works on a rapid application/relaxing of the brake pressure to avoid lockup of tires. That type of of pulsing is much faster than a warp rotor would produce.
