Quick Strut mounting bolts? 2000 Voyager

I am replacing the front struts on my 2000 Plymouth Voyager with two Monroe Quick Struts. One parts web site says that I "may" need to replace the two lower mounting bolts. One person at the parts store said that this is unnecessary while another clerk who said he used to work at a dodge dealer said that you "always" have to replace them. So do I have to replace them? Has anyone had to replace the struts on a similar vehicle? If this is an "always" job, then why were the struts an in-stock item but the bolts were a special order item that would take 10 days to get?

I would replace them if some dealers/mechanics are saying too.

The same struts/shocks can be used on different vehicles that do not require replacing bolts, that is why it is special order.
