What happens when you turn the key? IF the motor is locked up you will hear a real loud click of it trying to start. And I believe headlights would dim way down due to the resistance load.
Remove the spark plugs or at least the ones you can get to, and try to turn a pulley such as the alternator pulley by pulling on the belt with one hand while you aid in turning the pulley with the other hand. I have done this. (Or if you can get to the main crank pulley and use a socket and ratchet in the center - but often with cars today there is not room down in there). If you can't get the engine to turn while in neutral, it indeed would be seized up.
