Tire repair question

My wife picked up what looks like an industrial staple in a tire, so there are two pinhole punctures in the "shoulder" area of the tire. The location is not in the tread, but on the curved surface of the tire in between the sidewall and the tread.

I have tire plugs, but I"m not getting a warm fuzzy about fixing this puncture, because of the location and the tiny holes. Is this tire a goner?

Thanks

replace it . Not worth the chance to use it.

I concur with the above answers. That area takes on ALOT of stress. Not worth the risk to repair.
Most repairs (in tread) are patched from the inside..not plugged, (tho most still use plugs).
Time for a new tire.
