2000 astro van

had occasional starting problems, got worse, changed fuel filter, got worse, wont start without a shot of starter fluid

Next time you go to start it, turn the ignition on for 2 seconds, then turn off. Repeat this 3 times and then try to start it. It should start, indicating insufficient fuel pressure. You van requires 65 psi of fuel pressure to start. It will run off 50 + psi. Sounds like you need a new fuel pump.
