4Runner 4 wheel drive

I have a 91 Toyota 4Runner V6 auto., the transfer case doesn't kick it into 4X4, either 4 high or 4 low. Somebody told me that it could be an electrical problem or a vacuum problem. The motor is brand new rebuilt and I bought the truck with blown motor so I don't know if the 4X4 worked before and I'm not really familiar with Toyotas, anybody have any ideas?

What does the shifter feel like when putting it in 4 high or low?

Put the transfer case in Neutral (4 wheel drive lever) and try to drive forward, does it go anywhere?

Have to ask this question; Are you locking your wheel hubs?
