Air Bag Light stays on

My 1995 Dodge Caravan 3.0 Ltr V6 185000 Kms has Air bag light stays on and also Cruise Control is not working I heard it has to do something with clock spring Can you tell me where would i find it and how to replace it and how hard it would be. Thank you in advance
