Catylitic converter question

My son has been working on an old 1977 Ford Granada to get ready for inspection. When he got it, it did not have a catylitic converter on it. Being the age of the car, does it have to have a catylitic converter for inspection? Thanks for your help!

It depends on your state requirements, but I think it had one on it when it was new. In our state, if it had one from the factory, it must have one now. And the engine must meet '77 emission standards.

As Bill said, it depends on the requirements of the governing body.

All cars in the US had catalytic converters starting 1975. I believe the only exception is the 75 Honda.
