1998 Nissan Sentra Not Starting

1998 Nissan Sentra Not Starting

The car ran out of fuel and added a gallon to it, this started it before but not this time. It turns over but not starting. Every now and than it catches like it wants to start but goes back to just turning over. i changed out the fuel filter and the fuel pump is getting plenty of pressure to the throttle body. I can't tell if any fuel is getting in the T.B. or not. The engine size is an 1.6ltr
4 cyl. Any suggestions on what could be happening?

Spray starting fluid in throttle body. If it even fires at all, then you know your problem is fuel related. If that doesn't even get it to fire at all, then it could be electrical or timing went out, like belt let go. (Although if that happens you should notice engine crank much faster as if spark plugs were left out.)
