2005 Dodge 2500 HEMI fan belt broke

The fan belt broke. There is a pulley close to the crank shaft on the passenger side that is froze up. Is it a water pump? It looks like a couple of hoses go to it. Or maybe it is an idler. Anyone know?

Update

I removed what remained of the pulley. It is an idler or slack pulley that is attached to the outlet of the water pump. It evidently stopped turning and got hot enough to melt all the plastic in the pulley and melted the belt in the process. I put another belt on, but couldn't bypass the bad pulley and get the belt tight. Chrysler dealer is closed today so will have to have my son call them tomorrow to see if they have a part. Any ideas on how to route the new belt to bypass that pulley and be able to get the belt tight?

pulley

Isn't it easier to just replaced bad pulley and belt as per OE recommended ? I doubt you'll find a diff. size belt that will fit right without that original pulley there...
