Dodge Truck Power Steering Pump Problem

Ive got a 1989 Dodge Ram pickup 318 motor. It was making a screeching noise when you turned the steering wheel so I checked the power steering fluid was all gone. I refilled it got the air out I thought by turning the steering wheel all the way to left and back to right several times. No more screeching noise for awhile. It started again checked fluid was full. Opened the hood and turned the steering wheel and it feels like its got a catch in it when turned and also noticed when the wheel was turned all of the way to left or right that it would completly stop the radiator fan until turned back a little. Does this sound like the power steering pump, the belt seems fairly tight but might could be tightened a little more. Thanks for any advise.

My assumption would be that the pump is toast; hopefully we'll get some other opinions.
