Hard to determine....

It could be either one of those things, or the control panel itself.

Do you know how to use a multimeter?

It is very unlikely that it is the resistor. The resistor for the blower motor is nothing more than a coil of wire and looks like a spring. Actually there are usually three of these, one for each speed except for high speed. When the resistor goes bad it literally burns out like a light bulb filament and is not likely to allow the motor to work intermittently. On high speed the resistor block is bypassed entirely, usually on a nearly complete separate circuit so even if the resistor were causing the problem the motor should work fine on high speed.

More likely is that the brushes on the blower motor that contact the armature in the blower motor are either worn out or have carbon buildup preventing them from making contact with the armature thus preventing the motor from working. A bump in the road or anything that causes the blower motor to turn over such as air passing through the fan blades often times is enough to make a connection between the brushes and armature and the motor will work for awhile.

There is an outside possibility that the switch may be going bad but my money is on the motor.
