I don't know what kind of car you have but if you can remove the starter, most auto parts stores will test the starter for you for free. Watch how they connect the wires to the starter. I always seem to have trouble with the starter relay on my old bronco. Replacing this relay has solved my starting problems in the past.

Sorry, its an '85 vw cabriolet standard shift. I pulled the starter out and took it to autozone to have them check it and they said this model had to be tested on the car.

I didn't realize VW was that fancy in 85. They might be right but I would try several stores. Call around. Are there any in line fuses in the starting system? Good luck.
