Torque converter clutch won't engage GM

It's a 89 supreme 4-speed automatic and the converter lock-in doesn't engage. I've engaged it by grounding the wire running to the ecm using a remote switch so the fault isn't in the trany. What's the most likely culprits. Just want better milage. P.S. No codes and the AC is disconnected.

Mystery solved

Mystery solved. Turns out the coolant thermostat was too cool. Replaced it and the torque converter clutch engaged perfectly.
