blower inoperative

i have the same proplem as this guy but 4 a mercury grand marquis 2003 like he said everything turns on just not the blower know iv tested the volteg wiering connected to the blower moter and one side has no volteg dont knoe what to do need help fast arizona is not a cool place getting realy hot fast need ac quick help

Fuse 103 in Underhood Fuse Box 40A for Blower Motor Relay.

Relay is energized when control head when you select Max,A/C Switch, Panel, Panel/Floor, Floor, Defrost/Floor, Defrost. (Fuse 16 inside car)

Once Relay is energized the power Fuse 103 goes thru relay, then to blower motor, and then to control switch where you select low, medium low, medium high, high. (remember that the gound side of the blower motor is controlled by ac control head)

On High it by-passes the blower motor resister. I don't think the resister is an issue, since you didn't mention that high works.
