1986 Toyota Corolla Rough Idle

Got a problem need to know where to start. The car has is carberated... got the 1.6l in it i believe... idle fluctuates from 500 to 1000... and it will gradually get lower until it stalls... any ideas? No vacuum leak that i can hear. Put a vacuum pump on the egr to try move it manually, pulled 25 inches of mercury and it didn't do anything to the idle? think that's the problem? Any help appreciated!

I think the first thing I would do is check the little sight glass in the side of the carb for fuel level; it should be right in the center of the glass. Higher or lower would indicate a fuel problem, possibly clogged filter or a float problem.

Idle Air Control was the problem.
