I have a 01' Eclipse with a/c problems. Have new compressor, new relay and some cooling. Above 2500 rpm surging clutches on and off including fans and little or no cooling. Pressure problems or somthing else? Any help thanks!!!!!!!

Who changed the compressor? When changing a compressor, a vacuum needs to be pulled to evacuate all the old refrigerent, then recharged, was this done?

sounds like it is low in refrigerant, when you speed up the engine it causes the suction side pressure to go down, if it goes too low the low pressure cutout will open and shut off the compressor to avoid damage. To confuse you even more, it could also be overcharged and cutting off on high pressure. Short answer: find a knoledgable mechanic with a good set of gauges so you can get a pressure reading, this will tell you what is going on.
