Question OBD Codes

I read in a previous posting that even though a car is or is not running that the codes can still be pulled. However, my 97 Lumina, which one morning would not start, but always ran well up to that, will not read the codes. It keeps coming back with Link Error no matter how many times I tried. Battery is brand new and fully charged. It does not click when I turn the ignition to the start position. Weeks before that, I was able to read and delete those codes that I fixed. I replaced the ignition switch. About the only difference in doing that, was when I opened the door with the key in the ignition it would do the annoying buzz noise. Lights work, radio, fan etc. but gas gauge moved from just under half tank and pegged at full whether car is on or not. Any ideas?

check to see if you pinched any wires when you replaced the ing switch, either that or you have lost the ground to the dash/computer.
