Taurus wants to stall

2000 Taurus wants to stall on cold mornings unless I keep my foot on the gas; when warmed up, it's fine. I suspect it could be the idle air control valve. I'm going to clean it as it's gummed up. My question is- when I remove it with it still electrically connected, and turn the accessory on is the plunger supposed to move? Mine doesn't.

the plunger should not move unless you are on a quick decel. the iac should act the same warm or cold but try to clean it first and see how it does it may solve the problem.
