When I start up the car in the morning, It reduce and increase the RPM's dramatically for a while, until the car is warm.
During the day if I stopped the car for a log time it happend again.
Note: The room temperature is not too cold, its around 10-20degrees celsius or 50-68 Fahreheit.

That type of thing is often the engine temp sensor for the computer control of the cold run of the engine. The problem occurs when the sensor doesn't signal the computer the engine needs more fuel in the mix for a cold temp condition.
The sensors aren't too expensive and can be changed DIY.
Another possibility is the idle air control valve. However, those usually cause a surging after warm up as well.
