Thermostat replacement toyota 1.6, 4a-fe

Hi;
1994 Toyota Corrolla, 1.6 lit, 4A-FE, 4cycl, Automatic, A/C.

Lately while driving the temp gauge needle will rarely rise above the "C" marking and then only halfway between "C" and the middle indicator, if at all. It sometimes even falls back down to above "C".
Have drained, flushed and replaced the coolant with no improvement. The heater will give little heat even when on full heat. This all leaves me to believe that the thermostat, which I believe is the original one, is sticking .

Here is are the questions.
I found out that the radiator hose coming from the block to the top of the radiator doesn't contain the thermostat. Opened it and discovered it wasn't there as with other cars I had!

-Is the thermostat located in the connection elbow on the block, below the distributor, and to which is attached the hose coming from the bottom of the radiator ?

- Does the aircleaner housing have to be removed to access this?

- Does anyone have the procedural steps to accomplish this replacement?

Tried Googling and come up with nothing but sites in Arabic! The language not the script font!
