88 celebrity radiator fan relay coil always has 12v

I have a 1988 celebrity 2.8, 60000 miles. I am having problems with it running rough and stalling in the cold when started, car seems to run fine when it warms up. Also the radiator fan is on all the time. I metered the coil part of the relay and it has 12 volts all then time when the car is started which is why my radiator fan is running all the time. The climate control is in the off position. I have replaced the coolant temperature sensor and the engine temperature sensor plus plugs and wires. Is there any other sensors that send a signal to computer for the radiator fan to run or could I have a bad computer. Any troubleshooting help with my problems would be greatly appreciated. your fan relay is either burned closed or you have a short to ground on the control wire to the relay. when the fan is running is your ac compressor on? most vehicles if the ac is on the fan is on also.
