Problem between the fuel pressure regulator and the fuel filter

I've got 2002 Chevy Impala that I can't get to start. I've narrowed down the problem in the bleeder line between the fuel pressure regulator and the fuel filter. I know the pump is working, because I can get good clean gas out of the fuel filter. I just can't seem to get the fuel up to the pressure regulator. My uncle poured gas down the bleeder line and we can here it sucking. I just can't seem to figure it out.

fuel pressure

Do a fuel pressure test it should pump up and hold pressure,you may have a bad check valve in the pump. RW

Looking for opinions before I buy a a new starter

I think I have narrowed down my starter problem, but I have little experience in automotive electrical repair and experienced advice would be very appreciated. My 1995 altima w/auto. trans and 185k miles has an occasional non-starting issue. I took it out and had it tested numerous times and it never failed. I cleaned every contact I could find, and checked the fusable link, ignition for continuity at all positions. I decided against testing the neutral switch for now. They seemed to be ok. I took my volt meter and tested the large + cable coming from the battery which connects to the solenoid and to ground and I have full battery voltage at solenoid. I then connected again to the battery cable and to the snap connector that is the battery connection that runs through the fusible link, ignition, neutral switch and then to the solenoid. When I turn the key to start I get a flucuation of voltage between .24 and .50 volts. I reconnected the snap connector and the car did not start--so then I then hit the solenoid and starter with a hammer and the car started right up. 97 Saturn SL SES Light.

I have a 97 Saturn SL. The SES light only comes on after we get alot of rain. It will come on and stay on until the weather clears. I have had the code read by Autozone and it points to a cam position sensor. Only thing is that a 97 Saturn SL does not have a cam position sensor. It is definately weather related but I don't have a clue where to start on this. I don't see any frayed wires or any loose connections that could allow some moisture in to cause a false error.
