Question My 99 chevy suburban 5.3, 4WD causing steering problems

Any suggestions welcome. In Michigan at 20 degrees F, my steering is difficult and very erratic feeling when I am in AWD or 4WD. When parked & idling, it sounds like there is a pump that keeps kicking on & off. (This is kind of high pitch-not like the hum of the fuel pump.) This happens even when the engine is hot. When cold the steering wheel really fights back on a turn.

Have you ruled out the power steering pump?
It takes more effort when 4wheel is engaged.

If you have variable rate steering the sensor may be bad. RW
