high beams don't stay on

When I pull back on the control stick as if I am flashing the high beams, they come on. But if i push the control stick forward as if I am turning the high beams on, both headlights go off but the side indicator lights stay on. I would like to note when the high beams are "on" the indicator light on the instrument panel comes on even though there is no light. The bulbs obviously work because my regular lights work and the high beams do work, they just turn off when i try to leave them on. I'm thinking it's a fuse problem but i checked and all fuses seem to be fine so maybe its a problem with the relay switch? Any suggestions? Thanks!
