Dodge neon no brake lights or rear turn signals
Pretty much what the title says. I've got a 2k dodge neon, no brake lights (not even the center light), and no rear turn signals (they use the same filament). I've looked at the interior fuse panel and the one under the hood. None are marked for brake lights, and none of the fuses appear blown.
When starting, the dash does flash 'FUSE' 3x, but it's been doing that for a long time, and I don't know if the light issue occurred at the same time or not, as I looked for blown fuses at that time as well.
Is anyone aware of another fuse location, or perhaps a fusible link somewhere?

shows a fuse in POwer Distribution Center (I think under the hood). Maybe be fuse #23?
