1998 Jeep Cherokee will not start.

I have a 1998 Jeep Cherokee w/auto trans, that will not start with the key or remote start. When I turn the key I get power and the relays click but nothing to the starter. I can start the car if I jump the starter. So I'm thinking it may the igniton switch or relays but I'm leaning towards the relays. Because when I press the button on the remote start the same thing happens, Relays click but nothing. I have check all the fuses any they are good. I replace the Starter with a good one, and replaced the battery since it was 7 years old and was sluggish in the cold.
If it is the relays, how many are there. I know of 1 behind the Glove box and and 1 in the Fuse box under the hood. There are also 3 other relays in the fuse box in the car. I think that one of those is for the starter as well but not sure.

I don't have a book on this vehicle, so not sure where your starter relay is located, but there is only one. You should be able to look at the owners manual or by a repair manual and it will tell you which one of the relays controls your starter. If there are several same type relays in the fuse box, look to see which one controls your starter and switch it with one of the others (ie. A/C relay). If your jeep will start but your A/C won't work, than the relay is bad. However, if the jeep will still not start and your A/C still works, than the relay is good and you have to look somewhere else.

Your jeep should have a neutral safety switch on it, this could also cause the problem you are having.

If the neutral saftey switch is bad then would I still start if I jumped it off the starter? I have swapped out the relays and still nothing. It is very possible it is the neutral saftey switch since something the backup lights do not work. That a pain in butt to pull off. Since it is on the side of the trans. Also it is about $200 the last time I checked.
