What you have in the "fuse box" is cable to metal plate junction. Red is positive. Toyota decided to have additional connections between main cable and terminal. Of course, anywhere you have electrical connections, it starts oxidizing.
Basically, what you want to do, is to disassemble that box and connections inside of it, clean them well, down to shiny metal, lubricate everything with dielectric grease, and put back together. Of course, clean battery poles and pole terminals too, and lubricate them.
