2003 Buick Century 3.1 v6 fuel problem

My friend has a 2003 century (118,000 KM) and he is only getting about 300KM to a tank of fuel. He has changed the plugs, wires (AC Delco) oxygen sensor, air filter, fuel filter and PCV valve but with no results. This is strickly city driving. Any ideas why he is only getting 300 km to a tank? Is there anything he should check or change? He had it to the dealer but they can't do anything for him because there are no lights on in the dash or no trouble codes showing.

Anything here would be a guess. So, the dealer can only troubleshoot working from a trouble code when the check engine light is on? I would find a better garage/mechanic; this is something for a good tech to work on.
