Cool Check Blower resistor?

Blower stays on always. A/C off ignition out, still blowing. Is this a resistor or control panel? How can I check resistor? Ohmn it out?

Blower motor relay would cause this. Although you didn't state what kind of car.

Cool 2005 Chevy Suburban

I pulled every relay out and reseted. No burnt wiring. I'll replace the resistor if I can ohmn it out to determine that it's bad.

The resistor only controls the blower speeds, not the on/off function. Something, relay, switch is stuck in the on position.

BB high blower relay is under the hood next to the resistor, it is more than likely stuck.
