Rough running
1987 Cabriolet
Wasnt running for a couple years. The lady ran it out of gas quite a bit then it wouldnt start. We redid the timing already and that checks out okay. The sparkplugs have been fouled up like 10 times but ive cleaned them up tehy are platinums so maybe they are bad??? I dont know. At idle it has a strong gassy exaust smell. And it runs rough and wont stay at or above 1,000rpms, if I press the gas petal it will bog down then stall if I dont let off or pump it a bit. The engine runs fine at higher rpms (higher than 1,100). Its fuel injected.
Also the fuel pump never shuts off until I turn the key off. Very rarely it will idle fine but thats not been happening lately.
What could be wrong with it?

Anytime you have a vehicle that has been ran out of gas, especially a number of times, you have to consider the fuel pump. That should be tested with a pressure gauge.
Considering the idle period of 2 years, you probably have a varnish/residue problem throughout the fuel system. Use Sea Foam from a auto parts store to clean it up.
Do a complete update on the essential maintenance items, like the plugs, wires, cap rotor, fuel filter.
The fuel pump would be on/off by the key.

Did you buy this car from that lady after it sat?
Do you know the history on this car? Like if it ran good before that 2 year period? Or, was it mothballed BECAUSE of the problem? This much anyone should know, so they(you) know how much stuff to maybe be looking at(focusing your attention on).
With out knowing the history, it could be almost anything. You'd have to look at everything under the hood, like under the air filter cover, vacuum lines, maybe a compression test, be sure the timing is indeed correct, fuel regulator problem? Sounds like it is not getting enough air for the amount of too much? gas being delivered, or is not exploding right due to timing or compression or sparking problems.

The lady drove it and did a ton of work on it, then she went and had the clutch replaced, after that while driving it home she ran it out of gas and it woudnt start.
We messed with the adjustments today and got it running perfect. The ICV or Idle Control Valve wire was smoking so we just cut it and there has been no problems yet, and I ran it for like 45 Minutes today, including driving.

Looks like you found it? Great, fi that is what ti was and you fixed it.
But having smoking wires under the hood is not good. If this was me, and I found something like that going on, I think I'd get that circuit fused better, before the whole engine compartment, and maybe the car, with you in it, burst into flames.

Well there were two wires disconected, one went to the ICV and one went to the cold start valve, so obiously they need to be switched around and maybe I connected the wrong one to the wrong wire, no big deal.
