Will a low charge of freon cause the compressor not to engage?

The compressor barely turns
Does not engage.

yes, low refrigerant will cause the compressor not to run, but it should not be turning at all, if it is turning slowly i would think the compressor clutch was not working properly.

The car sat for a year before I bought it and I am hoping there is not much wrong but rust and low freon.
It does not turn the compresor fast just enough to make it slowly go round from time to time. I am hoping some rust got in there.(Did I just say that?)
I will have to check for voltage to compressor later when I get some time.

i agree.. it should either turn at normal speed or not turn at all... the clutch maybe worn out. unlikely but worth checking is a bad electrical connection...

How about removing the belt and see how it turns by hand? This may tell you whether the problem is with the compressor or clutch.

Maybe there's some oil that leaked out of the engine and contaminated the clutch. Try cleaning it with brake cleaner for better engagement.

Got a chance to take a quick look at the car today.
The car makes a "scrape" noise under the hood
There a metal fragments near below the compressor.
I think the clutch is done.
Can I change the clutch without taking the system apart and losing the freon.

Also the rear left door wont open from inside or outside.
Any tricks how I can get that open?? Phone auto club??
Also the Park Ave has Duel Climate Control and right now ambient air comes out the drivers side and warm air comes out the passenger side.
Any ideas on that??

Oh ya
Kestas recommended taking the belt off and hand turning
No use putting new clutch in if seized
I will do that tomorrow after work
