fog lights on ford windstar?

I bought a fog light kit for my 98 ford windstar. Is it ok to install them where the opening is in the front bumper?Isn't that what the hole is for? The instructions say not to install on front bumper of windstar. The kit is called navigator truck fog lights cyber white s.a.e. approved. It is a little bigger than the hole, not much. Also the directions say there is no black wire to the lights themselves ,just a white wire.Is that right?
Do you think i should try to find another kit that fits a little better or mounts differently?I hope i didn't confuse you. This kit kind of confuses me.Any help will be appreciated.

Because its a single wire..it must ground through the frame and mounting bracket. I'd think your bumper area is plastic?

fog lights

Be careful you are not plugging a hole that allows air to the radiator.
