2004 toyota tacoma a/c problem

My a/c cools very good in cooler wheather. When it is a hotter outside, my a/c does not cool very well at all, almost next to nothing most of the time. I have checked my freon levels and it has a full charge. The compressor is running...even when it is hot outside. I also have washed out my condensor because of the possibility of being dirty but this did not help. Any ideas?

Electric radiator fan or engine driven radiator fan. If electric radiator fan, is it on when the A/C is on? If engine driven does it freewheel for a long period of time if you spin it by hand with the engine OFF?

My truck has an engine driven fan on it and I will check it this evening to see if this could be the problem.

The fan does not freewheel for a long period of time with the engine off. It will freewheel for about one revolution the fan has to take but thats it.
