1999 Camaro wont start

My dad has a 1999 Camaro that he just changed the head gaskets on. It has the 3.8 V6. After getting it all back together he started it and it ran for about a minute or so then died. He made the mistake of not changing the oil before starting it. He drained the oil and changed the filter and got about 3 or 4 gallons of water/oil out. After changing the oil he also changed the spark plugs. Now after getting all that done the car will not start. It is getting fire and have verified all plug wires are hooked up correctly. Have verified it is getting fuel but still no luck starting. It will start and run if you spray in starter fluid but that is it. Any ideas on where to go from here would be appreciated.

That is a fuel problem then. (Good troubleshooting!)
