Could have a failed pressure relief valve or worn seals in the pump (I've dealt with both on the hydraulics on my wrecker). Repair on either/or is generally pulling apart and replacing seals. Can't speak about others, but the Muncie pump on my truck is pretty easy to work on. Going to need to put a pressure gauge on the system and see what you've got; would also be helpful to know the spec for what the system is supposed to be pushing.
