1980 Corvette headlights

Both stay up when lights are turned off. Are the actuators bad on both lights or is there something that controls both rather than replace both actuators?

I'm not a Corvette buff, but I think the actuators could be either electrical or vacuum-operated. For electrical, a common wire in the circuit could kill both. For vacuum-operated, vacuum leak in a common hose.
