what can i use to test functionality on pre-owned auto parts?

not sure if this is the right place to ask but here it goes.i deal with pre-owned auto parts (climate controls,window switches,etc..).some of these parts get returned due to them not working.i cant test them before i pull them from salvage cars since the batteries are removed from the cars.im wondering what can i use to test these parts either before or after i buy them.?thank you for any help

A continuity tester. A digital volt/ohm meter.

where can i purchase one and is there a specific one i should buy?are they easy to use?
