Valve cover won't budge - 03 Civic

I can't get my valve cover to budge. Cover has 5 bolts - 2 in back and 3 in front.

The back ones will pull out about 4" but not remove completely.

The front ones will pull out about 1" but not remove completely.

The center front one I was tighening, and it popped loose. Must have broken it.

Is it just stuck, or do you think I broke the tip of the bolt so that it's still holding the cover on? I suspect the cover doesn't have threads, that the bolt only threads into the head.

Keep prying?

ETA: I'm assuming the bolts not coming all the way out is normal. I think they have a "hood" on them to hold them in.

ETA2: Sometimes all it takes is to ask for help and the problem fixes itself. Just tried one more time and it popped off.

It's actually a 2003, not 1993.

Any maintenance or tuning I should do while I have the valves exposed?

take mallet and tap the cover a few times. Under circumstance you have ALL bolts undone and yes, they are nowadays made so that you do not lose them by removing from cover, it is stuck on gasket or permatex, as they tend to not use gaskets anymore.
Normally, repair manual advises to tap with a mallet or use flat prybar and pry it gently off. Like I said - that's if ALL bolts undone.
