1984 Chevy Citation II, 2.5 L4

I bought a 27,000 mile 84 Citation II, 2.5 L4 that has two issues I need to resolve: 1) When I first start the car after it has not been used for many hours or days, turning the steering wheel to the right is like having a non power steering system until I have driven several blocks and made a few turns. Left turns are fine right from the start. I have flushed the power steering system but the issue has not improved.
2) Although the car runs great, there is an abnormal amount of steering wheel vibration when in gear and foot depressing the brake pedal. Put the car in neutral or drive down the street and there is no visible or noticeable vibration at the steering wheel. My son and I installed new motor mounts, including the dog bone and the problem has not diminished.

Any ideas?

Time for a "Steering Rack" replacement (and or) have the current rack rebuilt.
